As mentioned in Kintex UltraScale+ SOM datasheet, M[0:2] are FPGA configuration device selection pins and are hard-coded on the SOM to ‘001’ using resistors to configure FPGA from the QSPI device. By default, SOM doesn’t drive PROGRAM_B pin of FPGA and it’s terminated to 4.7K PU.
