BOOT_SEL1# and BOOT_SEL0# signals are MUXed with UART_C_TX and UART_CON_TX. Please avoid connecting any level translators with internal pull-up resistors or pullups that could drive these signals.
As a solution, try adding a series resistor for these UART lines, before connecting to any IC and see if it solves the issue.
Also, make use of the CARRIER_PWR_ENV to turn on all the carrier board powers.
