While building a custom bitstream, why does the Xilinx IP shows that the license is only available for simulation?

License is required for Ultrascale+100G Ethernet subsystem IP.

Please make sure to add the “Ultrascale+ Integrated 100G Ethernet No Charge License” as per the section “Vivado Tool Evaluation Licences procedure” from the FPGA User manual.
